006 <br /> Included in the agenda packet is a brochure distributed to local farmers by the State about ways <br /> to protect the riparian buffer and adopting best management practices of buffer requirements . <br /> The second item for change for the county in relation to watersheds is that because of the new <br /> Upper Neuse rules the Town of Hillsborough and the eastern fringe of Hillsborough are likely to <br /> be designated as a water supply watershed area, to allow enforcement of the new standards <br /> adopted to deal with stream buffers , runoff, and storm water controls . The existing lower Eno <br /> rules come from a protected water supply intake on the Eno River by , Durham, with a ten-mile <br /> radius from that point which takes in part of Orange County . Future development in <br /> Hillsborough may need to address water supply measures . Previous County policy has been to <br /> use non- structural land use and stream buffer controls in some type of minimum lot size . <br /> The CFE asked staff to draft a resolution recommending that the County join the Upper Neuse <br /> River Basin Association and begin planning for extending watershed standards throughout the <br /> Eno basin, to be presented at the next meeting . <br /> X. Draft Criteria for Natural Areas and Wildlife Habitat (Biological Resources Committee) <br /> Stancil asked the CFE to review the table handout as it will be part of the proposed criteria of <br /> sites for land acquisition, for discuss at the next meeting . Stancil explained that the BOCC <br /> would receive the draft report which would include the criteria, the different acquisition options <br /> and management structure as to how we acquire , what we do with the land by September 21 st <br /> Staff will present some of the components of the draft at the next CFE meeting and a more <br /> formal review in October . <br /> XI .
