But both options have problems , and the <br /> current C &D landfill could close without a new facility ready . <br /> By DAVID SCHULMAN , Staff Writer <br /> CHAPEL HILL - - If you build it, they will come . The dump trucks , that is - - <br /> loaded with concrete and wooden construction debris . <br /> But will they , in fact, build it? <br /> The current landfill for construction and demolition waste - - a part of the <br /> Eubanks Road landfill complex - - will have to close in 10 months , according to <br /> Gayle Wilson, solid waste director for Chapel Hill . And starting Sept . 7 , the <br /> Orange County Commissioners will hold a series of meetings this month to <br /> decide whether to buy a landfill site on the Durham County line , or choose a <br /> smaller site on Eubanks Road . <br /> Or neither one . <br /> Neither site yet has the support of a majority of the county board - - which, <br /> under a still unsigned agreement with Chapel Hill and Carrboro , is supposed to <br /> take over responsibility for landfill operations in January 2000 . <br /> And Wilson, whose department for the meantime remains a Chapel Hill <br /> department, says he won't be surprised if neither site is chosen. <br /> The Guess Road site has been vigorously opposed by neighbors , and by <br /> Durham County Commissioners . Two members of the Orange County board - - <br /> Barry Jacobs and Margaret Brown - - already have pledged to vote against it <br /> because it lies in a reservoir watershed for Durham, just five miles upstream of <br /> the city' s intake facility . <br /> " It' s in the watershed , " said Brown . " I don't have to have any other reason . " <br /> " We really do take pride in watershed protection, " Jacobs said. " I don't think we <br /> should be putting landfills in watersheds . " <br /> Commissioner Stephen Halkiotis has not yet committed himself. But he says he <br /> likes neither site , and emphasizes that he has seen only one letter in favor of the <br /> site - - from a Raleigh construction firm . <br /> 1 of 3 9/3 /99 12 * 42 PM <br />
