dangers associated with joining street gangs and engaging in youth violence, The
<br />department will arrange with local middle/junicr high schools to schedule 13 one period
<br />classes to instruct students on the dangers of gangs in accordance with the G.R,E,A,T.
<br />program lesson plans. Classes will be taught in an appropriate education time slot as
<br />determined by local school officials, This budget amendment provides for the receipt of
<br />these funds. (See Attachment 1, column #2)
<br />3, On September 9, 2004, the Board of County Commissioners accepted an award from the
<br />U.S. Justice Department State Criminal Alien Assistance Program (SCRAP) in the amount of
<br />$27,614, In June 2000, the Sheriff Department entered into an agreement with Justice
<br />Benefits, Inc, (JBI) to secure appropriate Federal financial assistance in recovering federal
<br />funds that are due to counties who house federal inmates, Based on their work, Orange
<br />County will receive $27,614 from the U,S, Department of Justice, This budget amendment
<br />provides for the receipt of these funds, (See Attachment 1, column #3)
<br />Environment and Resource Conservation Department
<br />4, On September 9, 2004, the Board of County Commissioners approved an allocation of
<br />$75,000 from the 2001 Parks and Open Space Bond funds (Joint Town/County Open Space
<br />portion) to cover a portion of the costs of a planned engineering and design study far the
<br />extension of the Bolin Creek Greenway, The Town of Chapel Hill has agreed to earmark
<br />$100,000 in 2003 Town Parks bonds far this effort, for total anticipated casts of $175,000 in
<br />FY 2004-05, This budget amendment provides for this appropriation from the 2001 Parks
<br />and Open Space Bond funds. (See Attachment 3, Bolin Creek Greenway Capital Project
<br />Ordinance, and Attachment 4, Greenway Development Reserve Capital Project Ordinance)
<br />Health Department
<br />5. The American Lung Association awarded the Orange County Health Department's Health
<br />and Wellness program a "Not On Tobacco" (NOT) mini-grant in the amount of $1,500. The
<br />grant funds are intended to facilitate the implementation of a NOT program, aten-session
<br />youth smoking cessation program, The NOT program will be administered to 15 Orange
<br />County youth through the Health Department's Health and Wellness grant project manager.
<br />The North Carolina Health and Wellness Trust Fund has also awarded the Orange County
<br />Health Department's Health and Wellness program additional one time grant funds to
<br />promote a 100% Tobacco Free Schools (TFS) campaign, Grant funds in the amount of
<br />$4,953 are to be used for teacher and student education and training to promote the goal of
<br />TFS, It is expected that through educating the teachers and students, they will become
<br />advocates, role models, and leaders in both their schools and community for the TFS
<br />campaign.
<br />This budget amendment provides for the receipt of $1,500 and $4,953 from the American
<br />Lung Association and the NC Health and Wellness Trust fund, respectively, far the above
<br />stated purposes. (See Attachment 5, Youth Tobacco Prevention Grant Project Ordinance)
