02 <br /> Shaw reviewed the CfE goal of developing a new element to Orange County <br /> Comprehensive Plan dealing with natural areas and open space , noting that <br /> the target for CfE adoption is December 2000 . The goal for the Biological <br /> Resources Committee ( BRC ) to complete a first draft is between August and <br /> October . Shaw reported that the BRC met on July 26th and produced the <br /> outline as presented in the agenda packet, and began discussions about <br /> possible elements for inclusion in the document . <br /> Shaw covered information listed in the proposed outline as follows : <br /> ➢ The Introduction will explain the purpose and anticipated use of the <br /> document, and define the terms " natural area , " " open space " and other <br /> terms that will be used throughout the document . <br /> ➢ There will be an Overview of the county 's natural landscape using <br /> descriptions from the 1988 inventory of natural areas and other <br /> documents . <br /> ➢ Section 3 will list and summarize the existing sources of pertinent <br /> information on natural areas and open space in Orange County . <br /> ➢ Section 6 is to be a discussion about what measures are out there now to <br /> protect and maintain significant natural areas and open space in general . <br /> ➢ Sections 7 and 8 will present new draft policies for the Board of <br /> Commissioners to consider adopting along with proposed action strategies <br /> to implement those policies . <br /> Tucker asked for clarification on the section dealing with the 1988 natural <br /> area inventory . Shaw reported that ERCD is anticipating an update the 1988 <br /> report that will help verify the continued existence of the 64 known sites and <br /> look elsewhere in the county for areas that should be inventoried . Cotterman <br /> noted that the 1988 report might have missed some of aquatic species known <br /> to exist in tributaries of the Eno . Subsequent discussion covered the inclusion <br /> of a geological overview , open space and natural area overlays , action <br /> strategies and implications within the document . <br /> V . Regional Transportation Planning <br /> Fortmann introduced this topic , noting that the CfE had asked for periodic updates <br /> on the County 's involvement in transportation planning . He cited an earlier report <br /> by ERCD intern Marc deBree , which identified the complexity of the issues involved . <br /> Fortmann referenced a recent newspaper article that discussed the status in Chapel <br /> Hill — Durham and others involved in regional transportation .
