COUNTY OF ORANGE <br /> COMMISSION FOR THE ENVIRONMENT <br /> Draft Summary of Meeting August 13, 2001 <br /> Held at Orange County Southern Human Services Center, <br /> Chapel Hill , NC <br /> Members Present : Julie Tucker ( Chair ) , Roy Fortmann , Hervey McIver, Dan Okun , Lee Rafalow, Mark <br /> Smith , Chris Wachholz . <br /> Members Absent : Laura Cotterman , Cara Crisler, Annette Jurgelski , Richard Pratt, Johnny Randall <br /> Staff Present : Rich Shaw , ERCD Land Conservation Managers Carol Melton , ERCD staff <br /> I . Call to Order <br /> Tucker called the meeting to order at 7 : 40 p . m . and welcomed Chris Wachholz , new <br /> member . Everyone introduced himself or herself to Wachholz and briefly discussed their <br /> background and interests in working on the CFE . Noting that there was not a quorum of <br /> members , Tucker suggested postponing agenda Items III and VI until a future meeting so <br /> as to avoid having to introduce and discuss these matters twice . <br /> II . Approval of Minutes ( May 141h and June 11th, 2001 ) <br /> Upon the arrival of Mark Smith , the CFE considered the May and June meeting minutes . <br /> MOTION : Okun motioned approval of May 14th minutes . Seconded by Fortmann . <br /> VOTE : Approved ( unanimous ) . <br /> MOTION : McIver motioned approval of June 11th minutes . Seconded by Smith . <br /> VOTE : Approved ( unanimous ) . <br /> III . Light Pollution Ordinance Follow- up <br /> Tucker postponed discussion of the Light Pollution Ordinance issue until the next meeting as <br /> she had to depart early and several members were absent . Fortmann took over as Chair . <br /> IV . State of the Environment Progress Report <br /> The members discussed whether the SOE progress report should chart the progress of <br /> Orange County environment ( using environmental indicators ) or simply report on the <br /> progress made on achieving the goals and recommendations from the first SOE report . <br /> Rafalow inquired about the status of work completed on environmental indicators by Pam <br /> McIntosh for the Shaping Orange County 's Future ( SOCF ) task force and the possibility of <br /> using that information . Staff was unsure of the status of McIntosh 's report . Rafalow noted <br /> that the EIE Committee had discussed the potential for using " leading indicators " ( such as <br /> population growth ) in addition to " trailing indicators " ( such as how many acres lost ) . <br /> Smith suggested using the report to focus people 's attention on issues that the CFE feels <br /> are important to Orange County . McIver noted that in addition to the three areas reported <br /> on in the 1999 - 2000 SOE report , the report might include information on other issues of <br /> concern such as forestry issues , open burning , and growth management . <br /> CFE 8 / 13 /01 DRAFT Page 1 of 3 <br />
