A $ 1 . 70 increase to <br /> annual motor vehicle registrations (averaged over 10 years ) would fund <br /> programs to provide for a rebate of the incremental costs of alternative <br /> fuels vehicles and grants for refueling infratructure . Entities such as <br /> individuals , businesses , local and state government would be able to <br /> particpate in the rebate and grant program for projects using ethanol , <br /> biodiesel , compressed natural gas , propane , electricity and other <br /> alternative fuels .
