it <br /> ORANGE REGIONAL GREENHOUSE GAS EMISSIONS INVENTORY AND REDUCTION PLAN <br /> SCOPE OF WORK - PAGE 2 <br /> Task I V ntary <br /> The consultant will develop a greenhouse gas inventory for the base year 2000 . <br /> This Community Inventory will be an estimate of emissions from all sources within the <br /> County as well as an estimate of the proportional amount of emissions from indirect <br /> from sources ( outside the County ) that can be attributed to activities within Orange <br /> County . <br /> The consultant will develop a separate detailed emissions inventory for publicly - <br /> owned facilities of all participating jurisdictions . This Corporate Inventory will be a subset <br /> of the overall Community Inventory and will aid in the identification of reduction <br /> measures that each jurisdiction could implement to reduce greenhouse gas emissions <br /> at facilities directly under their control . The Corporate Inventory will provide a separate <br /> evaluation of greenhouse gas emissions by major government facility and will include <br /> buildings , vehicle fleet , street and traffic lights , water and sewer facilities . <br /> The emissions inventory will categorize emissions by the following sectors : <br /> • Residential , which includes emissions from the production of energy used <br /> within the home , and the residential combustion of fuels . <br /> • Transportation sector , which includes emissions from the combustion of fossil <br /> fuels for use in mobile sources such as motor vehicles . <br /> • Commercial emissions from electricity production , and the combustion of <br /> natural gas , propane , heating oil for generators , and building heating and <br /> cooling . <br /> • Industrial sectors includes emissions from electricity production , on - site energy <br /> production , building heating and cooling , and industrial processes <br /> • Solid waste sector, which represents greenhouse gas emissions from the <br /> degradation of waste in landfills <br /> • Other sectors represented any large businesses or institutions , in particular, the <br /> University of North Carolina and UNC Hospitals . <br /> Greenhouse gas emissions will be estimated by examining energy use <br /> information ( electricity , natural gas , propane , etc ) and driving patterns such as Vehicle <br /> Miles Traveled ( VMT) . Where data is not available , the consultant will simulate the data <br /> using commonly accepted estimation / modeling methods . <br /> Participating jurisdictions will provide the consultant with all available data <br /> pertaining to and necessary for the inventory of government facilities . Participating <br /> jurisdictions will also make available for the consultant ' s use , exclusively for this project , <br /> licensed computer software provided by ICLEI for analysis of the data . <br />
