The <br /> following process will meet requirements for fulfilling the local governments ' <br /> commitments to the International Council for Local Environmental Initiatives ( ICLEI ) <br /> Cities for Climate Protection Campaign ( CCP . <br /> 1 . Inventory greenhouse gas emissions during a selected base year , <br /> 2 . Forecast greenhouse gas emissions over a selected planning period up to <br /> a target year ; <br /> 3 . Facilitate the Air Quality Advisory Group in selecting a Reduction Target ; <br /> 4 . Identify actions that the local governments , business and industry , and the <br /> community could take to reduce greenhouse gas emissions during the <br /> planning period , <br /> 5 . Develop the Greenhouse Gas Emissions Reduction Action Plan that <br /> includes : <br /> Overview of implementation strategies included in the 2025 LRTP <br /> Existing measures <br /> Quantification of greenhouse gas emissions reductions of existing <br /> measures <br /> • Potential new measures and cost estimates of implementation <br /> Quantification of greenhouse gas emissions reductions of potential <br /> new measures <br /> Recommendation of measures to achieve greenhouse gas emissions <br /> target . <br />
