Boothe identified things that the EPA is doing to help solve the air quality problem : <br /> • Cleaner car and light truck standards <br /> • Cleaner gasoline <br /> Cleaner heavy - duty diesel engines <br /> Cleaner diesel fuel <br /> Clear Skies initiative <br /> Boothe said that enforcement of the particulate matter ( PM ) standards is just down <br /> the road , and that may be more of a problem than ozone in terms of health effects . <br /> The proposed implementation is Fall of 2003 where we ' ll go through the same <br /> process for public input about PM , give our recommendations to the governor by <br /> February 2004 , and face final implementation in December 2004 . Currently we <br /> have seven monitors that are violating the PM standards , Mecklenburg , Forsyth , <br /> Davidson , Cumberland , McDowell , Catawba and Guildford . We are close to violating <br /> the standard in the Durham and Wake county area . Orange County has a PM <br /> monitor and could get pulled in because of the surrounding counties MSA status . <br /> Boothe encouraged members to visit the website ncair. orcr to find out more about <br /> EPA designation process . Priority Activities — After Summer Break <br /> Stancil handed out a list of likely activities developed from the CfE goals as a <br /> starting point for prioritizing activities . He asked members for input . <br /> ➢ State of Environment report follow - up <br /> ➢ Natural Areas Element of Comprehensive Plan <br /> ➢ Progress report on State of Environment ( SOE ) report recommendations <br /> ➢ Lands Legacy Annual Action plan , Biological resources objectives 04 - 05 <br /> ➢ Conservation Environmental Award <br /> ➢ Educational initiatives <br /> ➢ Air Quality issues <br /> ➢ Bolin Creek Corridor Master plan <br /> ➢ Update to Lands Legacy Program that ties back to SOE report <br /> recommendations <br /> ➢ Park & Preserve effort <br /> ➢ 2004 Environmental Summit <br /> Meardon asked about the SOE water recommendations . Stancil said that would be <br /> included as a part of SOE follow - up . Crisler asked if these items would be on the <br /> August agenda . Stancil suggested that , as we don 't have adopted BOCC goals this <br /> year the CfE could consider thinking about when things are due and put them on <br /> the fall agenda accordingly . Crisler asked committee chairs to communicate to the <br /> CfE co - chairs pertinent issues and priorities for the whole group . Shaw asked if the <br /> progress report is self- imposed or a BOCC request .
