Price suggested that the CfE recommend to the BOCC that a biologist evaluate
the property . There was interest expressed in seeing the connection of wildlife
corridors between sites . Stancil exhibited a map of wildlife corridors in relation
to the proposed quarry expansion site .
The CfE decided to recommend that the BOCC consider the environmental issues
addressed in the EIS/ Supplement in their review of the plan amendment, and if
the plan amendments are approved the CfE recommends that a full biological
survey ( including on - site analysis ) be conducted as part of any future Special Use
Permit application . Also , that future environmental assessments and / or
environmental impact statements address the issue of soil contamination at the
site of the former asphalt plant , and the potential for connecting the wildlife
corridor on this site to the identified corridor along Morgan Creek ( addressing
design and mitigation options ) .
LOTION : Cotterman made motion the above conclusion to the BOCC .
Seconded by Crissler .
VOTE : Nine members voted yes ; one opposed .
Discussion followed about the review process and the potential of amending the
Environmental Impact Ordinance to include other appropriate agencies , such as
ERCD , in the evaluation process . As it applies to other projects , the review of the
EIO should be independent from current quarry issue . The EIE committee is
planning to review this issue .
V . Draft Agenda — Timber Harvesting Techniques Information
session
Stancil reviewed the draft agenda for timber harvesting practices - citizen
information session developed from the previous CfE brainstorming session .
Possible dates were discussed along with location , publicity , visuals , citi9zen
participation , information sharing techniques , panel members , video taping by
The People 's Channel , and possible follow - up meetings .
It was decided that the purpose of this meeting would be to provide a forum for
the CfE and citizens to receive accurate information about timber harvesting .
The Southern Human Services Center was decided to be a satisfactory location ,
considering the availability of visual aid setups and acceptable acoustics .
DRAFT CFE 6/ 12/00 Minutes Page 5 of 7
