Price suggested that the summary of impacts and mitigation measures be a <br /> starting point for CfE discussion , including the impact on road safety , wetland <br /> forfeited , blasting effects on wells , impacts on wildlife and air pollution . <br /> Price noted that the impact on wildlife has not been assessed in conjunction with <br /> the TLC wildlife habitat report and would like for an assessment to be done with <br /> consideration of the that report . Cotterman suggested having a qualified biologist <br /> examine the site and report on the wetland area of the proposed expansion site . <br /> She noted that the wildlife inventory information is based on the 1988 natural <br /> areas inventory report . <br /> Discussion continued on topics of the environmental impact concerns of the <br /> proposed quarry expansion : the likelihood that water & sewer would not be <br /> provided to residents of that area as it is in the rural buffer, mechanisms to <br /> evaluate the EIS , and the review process for the environmental impact <br /> ordinance . Stancil noted the review of the EIO would come at the next stage for <br /> a special use permit of the quarry expansion project, as it isn 't a part of the <br /> development phase . There is a 15 - day review process in the existing ordinance <br /> that has the Planning Department receiving the EIS . <br /> Significant information was given by OWASA representatives on issues of : <br /> predictions of water supply needs , expected water supply for customers , water <br /> conservation plans , financial incentives for water conservation and recycling <br /> measures , water quality control for the county, reservoir draw - down levels , and <br /> minimizing community impacts . <br /> Holland provided an overview of the site using an aerial photo that showed the <br /> existing quarry and proposed quarry expansion . The proposed expansion of <br /> approximately 25 acres would connect to existing reservoir . Approximately half <br /> of the site was previously occupied by an asphalt plant that is in the process of <br /> being cleaned up . The wetland used to be settling pond from the previous <br /> quarry operation and upon quarry operations abandonment the marsh has grown <br /> to now supporting beaver ponds . Much of the 25 acres is a " moonscape " with <br /> little natural environment existing . He discussed environmental impacts from the <br /> relocation of Bethel Hickory Road to the east of OWASA property . <br /> Holland answered questions from CfE members and explained a second map <br /> showing well proximity within 5000 feet of the proposed site . He noted there are <br /> 23 houses within 1000 feet of the proposed site , 40 within 2000 , and 131 <br /> occupied homes within 5000 feet .
