<br /> RALEIGH - -The air in 40 North Carolina counties is so dirty it should be designated as not meeting federal ozone
<br /> pollution standards , state environmental officials said Thursday . " We ' re back in the soup again , " said Bill Holman ,
<br /> secretary of the state Department of Environment and Natural Resources .
<br /> If the Environmental Protection Agency agrees with the state recommendations , it would have authority to review
<br /> proposed highway projects and long - range transportation plans in the counties . The " non -attainment" designation
<br /> also would limit construction or expansion of businesses with air emissions .
<br /> DENR recommended also that parts of several mountain counties be included , even though development in the
<br /> areas , above 4 , 000 feet , is virtually nil . The mountain counties were selected in hopes of spurring cooperation with
<br /> polluting areas of other states , Holman said .
<br /> The 17 entire counties recommended to EPA for non - attainment designation are Alamance , Cabarrus , Catawba ,
<br /> Cumberland , Davidson , Durham , Forsyth , Gaston , Guilford , Harnett , Lincoln , Mecklenburg , Orange , Randolph ,
<br /> Rowan , Union and Wake .
<br /> Partial county designations were recommended for 23 counties : Alexander , Buncombe , Burke , Caldwell , Caswell ,
<br /> Chatham , Davie , Duplin , Edgecombe , Franklin , Granville , Haywood , Iredell , Jackson , Johnston , Lenoir , McDowell ,
<br /> Northampton , Person , Pitt , Rockingham , Swain and Yancey .
