• Since the development scenario provided in this analysis will likely use up all of <br /> Hillsborough ' s future water capacity (regardless if it takes 10 , 20 , or 30 years ) the Town <br /> must decide as soon as possible how , where , and what type of development it wants . <br /> • Decide via a .policy statement where Hillsborough ' s "growth limits " or boundaries will be <br /> located . Establishing a non-binding "growth boundary" helps with planning and sends a <br /> message that Hillsborough will not follow wanton or arbitrary growth patterns . One residual <br /> benefit of this action may result in the Town gaining additional leverage in extracting the <br /> type of development it wants from developers , since vacant land that can be provided with <br /> water/sewer service will then become a very limited commodity . For those areas requesting <br /> water/sewer service and annexation, the Town has the ultimate leverage since it does not <br /> have to provide service unless it chooses to do so ( e . g . , clearly meets or exceeds the Town ' s <br /> goals for growth) . A growth boundary could be smaller than the proposed Water/Sewer <br /> Boundary Agreement for Orange County . A growth boundary that is smaller than the <br /> Water/Sewer Boundary provides the Town maximum long-term service flexibility or could <br /> eventually provide Hillsborough with its own defacto "rural buffer . " <br /> • The manager strongly recommends not getting obsessed or distracted with small details of <br /> the forecast, but rather to focus on the "big picture" issues addressed by this analysis .
