Town <br /> of <br /> '9111S 1 gh <br /> Since 17 44 <br /> WATER & DEVELOPMENT CAPACITY ANALYSIS <br /> Executive Summary <br /> Purpose <br /> The primary purpose of the Water & Development Capacity Analysis is not to make a <br /> "surgically precise" prediction regarding yearly development, but to identify the Town ' s <br /> potential growth limits . The scenario of forecasted development and associated water use is <br /> intended to serve as a policy-making tool to help the Board of Commissioners and Planning <br /> Board determine the location and type of growth that is best suited to protect long- term quality of <br /> life issues as well as adequately plan for a "balanced" future . <br /> Reasons for Preparing the Analysis <br /> • Water is a finite resource for Hillsborough, since the Eno River is not a * large -volume water <br /> source . <br /> • Even with the construction of the Reservoir the Town needs to be aware of how this new <br /> capacity translates into "real world" growth (e . g . , how much development can Hillsborough <br /> safely accommodate) . <br /> • The Town needs to know today how much development the water supply can accommodate , <br /> so well thought-out plans can be made to ensure that Hillsborough grows in a way that is <br /> congruent with the long-term desires and needs of its citizenry . <br /> • The combination of Hillsborough being a highly attractive location for new development , <br /> along with limited water availability creates a simple " supply and demand" situation . Since <br /> the demand will surely out weigh the supply, the Town must place a premium on its priorities <br /> regarding the type of development it allows to locate in this area and connect to the Town ' s <br /> water system. To allow a mediocre development to build today means potentially losing the <br /> ability to serve a high quality development ( e . g . , one that better addresses the community ' s <br /> goals ) in the future . <br /> • To provide a " scenario " showing the locations and types of developments that can be <br /> responsibly sustained by the Town ' s future water supply will assist the Board of <br /> Commissioners and Planning Board in making well-informed decisions regarding <br /> Hillsborough ' s future . <br /> • Evaluate the Town ' s Capital Facility Fees for Water and Wastewater service to ensure new <br /> growth will be paying its fair share of the system capacity that it will be using . <br /> • The staff will be better able to predict when expansion of the Water Plant and Reservoir may <br /> be necessary . <br /> Page 1 <br /> 101 East Orange Street • P.
