" We also heard that night that he wanted to <br /> incorporate the use of graywater discharge , possibly surface irrigation, with the use of the composting <br /> toilets and thereby be granted a reduction in the size of the septic system for such situations or be <br /> exempt from the necessity of a septic system altogether . Mr . Marcopolos also correctly related to your <br /> board that , while the use of composting toilets is legal and permissible in North Carolina, there is no <br /> provision for reducing the size of the septic system for a residence when they are installed and there is <br /> no allowance within the state wastewater rules to allow graywater discharges . <br /> By way of this memo , I, wanted to formally advise you and thus your board and Mr . Marcopolos of what <br /> avenues need to be pursued in order to proceed with such a proposal . In no way do I want to be <br /> presumptuous in addressing this matter, but I feel that it is in yours and Mr . Marcopolos ' best interest to <br /> know which agencies , both state and local, are involved in the siting , design and permitting of on- site <br /> wastewater systems . It is important to understand that on- site wastewater systems ( septic tanks and <br /> other methods) are sited and permitted by rules promulgated by the N . C . Commission for Health <br /> Services and those rules are administered by local health departments under guidance from a state office . <br /> In addition, local boards of health can adopt more stringent rules on top of the state framework and this <br /> is the case here in Orange County .
