ACDS <br /> utilizes a network of specialists within agriculture , economics , rural development , <br /> • :moranagement , public policy , banking , business development , and related disciplines to <br /> provide an uncompromised level of service . This blend of professional talent and <br /> extensive experience allows ACDS to research , develop , administer, and manage <br /> agricultural and rural development projects within the following areas : agricultural <br /> economic development , regional/industrial economic studies , business development <br /> programs , strategic planning , marketing initiatives , market research , incentive programs , <br /> public relations and marketing , regional and product identity and financial assistance . <br /> Staff from ACDS ' Maryland and California offices will be on the project team . <br /> ' See appendix for additional information about the project partners . <br /> 3 . ) Cost of Community Services Study <br /> Purpose <br /> AFT developed the COCS methodology to analyze demands on public services by <br /> assessing the financial contribution made by all land uses , including farmland and open <br /> space . The main purpose of these studies is to give communities a better understanding of <br /> the costs of development and the effect of different land uses on the tax base . They also <br /> can be used to analyze the impact of differential or current use tax assessment for <br /> privately owned productive open lands . <br /> COCS studies provide a snapshot in time of current revenues and expenditures on a land <br /> use basis measured by demand for services . They do not predict the impact of future <br /> , <br /> decisions but provide local leaders the benefit of hindsight to see what the effect of <br /> current development patterns has been . Unlike typical fiscal impact studies , they evaluate <br /> farm , forest, and open land uses on equal ground with development . They do not judge <br /> the intrinsic value of one land use over another. They can be used in conjunction with <br /> gies to give communities complete information on the fiscal value <br /> predictive methodolo <br /> of different land uses to aid in planning decisions . <br /> A 1999 study by AFT and the Southern New England Forest Consortium found that <br /> COCS findings are changing public perceptions about farmland . The vast majority of <br /> communities and organizations surveyed ( 81 percent) have used the results from COOS <br /> studies as an educational tool for citizens and government officials and to raise public <br /> awareness about land conservation . COCS studies have been effective , too . Sixty- five <br /> percent said that the study contributed to a shift of awareness or public opinion in regards <br /> to farmland , forestland and open space . <br /> Methodology <br /> AFT will manage each COCS study ( ies ) on a case study basis from start to finish and will <br /> cess .
