Proposed Scope of Work and Budget <br /> For <br /> Cost of Community Services Study And <br /> Agricultural Economic Impact Analysis <br /> In <br /> Triangle J Council of Governments Region <br /> 1 .) Project Summary <br /> American Farmland Trust (AFT ) and Agricultural and Community Development <br /> Services , Inc . (ACDS ) will conduct Cost of Community Services Studies and <br /> Agricultural Economic Impact Analyses in the Triangle J Council of Governments ' <br /> (TJCOG) six- county region . The studies and analyses will be conducted in one , several or <br /> all of the six counties , at the recommendation of the TJCOG . <br /> The project will illustrate the economic and fiscal benefits of protecting farmland in the <br /> region . The project is intended to : <br /> • Inform and generate public support for farmland protection . <br /> • ity dialogue about planning for a strong agricultural <br /> Improve commun <br /> industry . <br /> • Assist the TJCOG Agricultural Working Group in writing the land use <br /> strategy being developed as part of the Triangle Regional Principles Project . <br /> • Assist the Governor ' s Smart Growth Task Force in making recommendations <br /> to the North Carolina Legislature . <br /> 2 .) Project Partners and Responsibilities <br /> AFT is a private, nonprofit organization founded in 1980 to protect our nation ' s <br /> farmland. AFT works to stop the loss of productive farmland and to promote farming <br /> practices that lead to a healthy environment . AFT does research, education , land <br /> demonstration projects and policy development . AFT will be responsible for conducting <br /> the . COCS study ( ies ) , as well as overseeing the preparation of the final report and the <br /> public relations and outreach campaigns . AFT has conducted more than 20 COCS studies <br /> at the county and township level and reviewed or provided advise for several dozen <br /> others . Staff from AFT ' s Farmland Advisory Services office in Massachusetts will <br /> manage and coordinate all aspects of the COCS study ( ies ) , as well as the entire project , <br /> depending on the project scope agreed upon with the project committee . Staff from the <br /> Washington , D.
