Smith shared a copy of a draft City of Raleigh lighting ordinance . The proposed Raleigh <br /> ordinance was discussed and the Air Quality Committee was asked to work on drafting an <br /> Orange County ordinance for possible recommendation to the BOCC . <br /> III . Forest- Related Issues <br /> a . Recalculation of Prime Forest Ratings <br /> Bleckinger reported on her recalculation of the prime forest/ wildlife ratings coverage from <br /> the 1999 " A Landscape with Wildlife " Report . [ See memo from Bleckinger included in the <br /> agenda packet . ] This work was in response to a CFE request to eliminate some bias given <br /> to the identified natural areas . Staff was asked to recalculate the ratings without the " I <br /> variable . " <br /> Bleckinger pointed out the small differences between this analysis and the one conducted in <br /> 1999 . Some forest patches classified in 1999 as " low " and " medium " ratings of the best <br /> quality forest were eliminated . Some of the highest quality forest areas were downgraded <br /> to " low " and " medium " classes in the 2001 analysis . In the northern part of the county <br /> ( particularly Cedar Grove Township ) the amount of prime . forest stayed about the same . A <br /> forested area located near the county 's northern boundary was added to the best quality <br /> forest class . Though the overall numbers remained about the same , some areas were <br /> upgraded from low to medium ratings of the best quality forest . <br /> b . Status of Cooperative Forestry Project <br /> Stancil reviewed information regarding the previous legislation 's failure to make it to the <br /> floor and that a joint meeting with the Soil & Water Board and Agricultural Preservation <br /> Board would be scheduled in the fall . Information on the Smart Wood Program was distributed . <br /> Due to the unusual circumstances of the evening , a change of the agenda was noted . <br /> Tucker announced Loraine Kohorn 's resignation from the CFE due to her upcoming <br /> relocation to Maine . The CFE recognized Loraine Kohorn for her outstanding service on the <br /> Commission . Congratulations and appreciation were expressed to Kohorn for her years of <br /> service to the CFE . Stancil presented the following resolution of appreciation on behalf of <br /> the CFE : <br /> Whereas Loraine Kohorn has served as a member of the CFE since its formation in <br /> 1997, and <br /> Whereas Loraine Kohorn served as the initial chair of the CFE providing team <br /> leadership for the newly formed group, and <br /> Whereas, Loraine Kohorn provided invaluable technical expertise in the area of <br /> biological resources during her term, and <br /> Whereas Loraine Kohorn is exemplary from many citizens who volunteered time in <br /> Orange County for advisory boards; <br /> Now Therefore Be It Resolved that the CFE adopts this resolution of appreciation for <br /> Loraine Kohorn and thanks her for her years of voluntary service to this CFE this 11 <br /> day of June, 2001 , <br /> CFE 6/ 11 /01 Draft Summary Page 2 of 3 <br />
