To be successful , the county ' s environmental policies <br /> must safeguard the quality of its air , the quality and quantity of its <br /> water , the integrity of its forests and farmland , and its rural character , <br /> open space and recreational opportunities . <br /> In today ' s climate of rapid development , escalating costs for services <br /> and competing interests from both within and outside the county , <br /> environmental policies must be more specific than ever before . These <br /> environmental policies must also work with , rather than at cross - <br /> purposes to , each other and other county policies . And finally , <br /> environmental policies today must also address a longer term horizon <br /> than ever before , yet remain flexible enough to be adjusted according <br /> to new scientific understandings and technologies . <br /> The Commission for the Environment has taken these needs into its <br /> consideration of matters affecting Orange County ' s environment .
