The Committee handout identified recommendations for what key indicators should be <br /> highlighted and it was suggested that each committee choose about five indicators to <br /> include in the SOE Report. The recommendations were based on the examples in the <br /> Sustainability Indicators Report for Orange County. CfE should pick out the indicators that <br /> were already identified as important in the first SOE Report. It was noted that there are <br /> too few water related indicators and staff would need to gather data that is readily <br /> available . The Committee recommended that the report have minimal text and ample <br /> graphics, and to use arrows to indicate progress, movement away from progress, and <br /> question marks to indicate insufficient data . <br /> CfE members reviewed the EIE 's recommendations ( May 2002 ) and clarified that there were <br /> two reports ( 1 ) State of the Environment Report ( 2 ) CfE Progress report ( every other year ) <br /> with the BOCC as the audience . Gordon suggested using the Water Resources Committee <br /> report recommendations and findings as indicators for the water resources section . <br /> Jurgelski asked for feedback from the committees on format recommendations . <br /> Members discussed indicators and the need to finalize what indicators to include in the <br /> report , what are the measurable indicators that can be included now and the possible <br /> indicators that members would like to be included in future reports . A suggestion was made <br /> adding sections dealing with agricultural issues and solid waste issues . The idea of recruiting <br /> staff involved with those areas was discussed . The idea of asking for other advisory board <br /> comments was also discussed . Gordon suggested that Stancil work on the Land Use <br /> component of the report . <br /> Fortmann asked EIE Committee to finalize a schedule and format and determine what <br /> data / information needs to be collected in the breakout session . He requested that <br /> committees email ( to Stancil ) their list of preferred indicators prior to June 24th . Staff will <br /> prepare a draft list for distribution to committee chairs . <br /> VII . committee Breakout Sessions <br /> • Environmental Impact Ordinance ( EIO ) <br /> Decker is preparing a research paper " Using Local Environmental Impact Statements ( EIS ) <br /> within North Carolina , " that will . <br /> ➢ Summarize the EIO in accordance to State enabling legislation <br /> ➢ Summarize the current literature on EIO and how it is and can be used to provide <br /> environmental protection <br /> ➢ State the history and main concerns and comments of the creation of the EIO in <br /> Orange County <br /> ➢ Give an overview of each EIO case that was used in Orange County <br /> ➢ Provide examples of how EIO are being used by local governments in other locations <br /> ➢ Critique Orange County ' s EIO . This document will be sent to members via email <br /> later this week . <br /> The EIO Subcommittee asked for each CfE committee to brainstorm on what environmental <br /> impacts they would want to be addressed prior to County approval of a development <br /> project .
