Air Quality - Stancil reviewed the objectives : ( 1 ) Vehicle emissions impacts of the county <br /> vehicle fleets ( 2 ) Review the NC Division Air Quality Emissions Inventory for the county , ( ) <br /> Work with the State of NC and other local governments to reduce emissions and monitor air <br /> quality in the county . He noted that Orange County is now a member of the International <br /> Council for Local Environmental Initiatives . <br /> Parks and Open Space - Stancil noted that several objectives had been completed and <br /> others are ongoing . He added that the upcoming tasks include development of new parks <br /> approved in the 1997 and 2001 parks and open space bond and an update to the Parks <br /> Element of Comprehensive Plan . Wachholz asked for copy of Joint Master Recreation and <br /> Parks Work Group report . Gordon suggested the executive summary and maps . Staff to <br /> email copy to members . <br /> Historic Preservation - Stancil reviewed the Historic Preservation Commission ' s role and <br /> noted that the St . Mary ' s Road Heritage Corridor project is ongoing as well as progress on <br /> the *" History of Orange County Architecture " manuscript and design guidelines for a Local <br /> Landmark program . <br /> Stancil noted that there is also Agricultural Preservation Board with goals that focus on <br /> agricultural priorities . It was noted that the Natural Resources goal had been distributed in <br /> the April agenda packet . Fortmann asked about the update process of the BOCC goals . <br /> Gordon explained the process of the goals presentation , adoption and update and how it is <br /> used to determine funding and authority for staff to work on projects . <br /> V . Proposed Environmental Summit <br /> Stancil reviewed a draft outline and time line he had prepared based on previous CfE <br /> discussions and asked for CfE comments . CfE members discussed some of benefits of <br /> holding a summit , including promoting the State of the Environment report and public <br /> outreach . The following issues were raised and discussed : <br /> ➢ Gear the program to the public as well as to environmental groups <br /> ➢ Invite exhibitors to be involved in the planning process and ensure their availability <br /> ➢ Enhance publicity , include campus/ students <br /> ➢ Tweak time to 10 : 00 - 12200 <br /> ➢ Possibly add a field trip ( hike or tour ) of natural area following summit <br /> ➢ Location for now the SHSC and lawn area ( as audio visual capacity needed ) <br /> ➢ Consider canopy with refreshments on the lawn <br /> ➢ Solicit area restaurants/ businesses for donations of refreshments <br /> ➢ Showcase CfE ' s work and invite state officials <br /> ➢ Consider asking Bill Ross ( ND DENR Secretary ) to be keynote speaker <br /> ➢ Plaque/ award possibility of framed photo of local natural area <br /> ➢ Survey questionnaire of participants <br /> ➢ Change name from Conservation Heroes Award to Conservation Award <br /> ➢ Need to submit Conservation Award concept to BOCC in August <br /> ➢ Begin solicitation for Conservation Award in September <br /> ➢ Make recommendations to BOCC on Conservation Awards in October . <br /> ➢ Approval by BOCC needed in January/ February <br /> ➢ Complete SOE report by Thanksgiving <br /> Page 2 of 5 <br /> DRAFT SUMMARY CFE June 10 , 2002 <br />
