An update on the progress of the Churton Grove development , <br /> 2 . A report on their annexation request to the Town of Hillsborough , and <br /> 3 . Response to Churton Grove resident Ms . Osborn ' s inquiries . <br /> BACKGROUND : <br /> 1 . UPDATE <br /> The Churton Grove project is a planned development of 410 single family and 216 multi - <br /> family units . Phase 1 , 59 single-family and Phase 2A , 78 single-family , have completed <br /> their infrastructure and approximately 100 single-family homes have been built . <br /> 2 . ANNEXATION <br /> The developer, Churton Grove , LLC , Patrick A. O ' Neal , Manager, requested annexation of <br /> Phase IIC - Commercial <br /> ■ Phase I113 - 216 Multi -family <br /> ■ Phase III & IV — 273 Single - Family <br /> pursuant to his letter (see attachment 1 ) of. June 4 , 2002 to the Town Manager of <br /> Hillsborough . Phases I and IIA had previously been requested for annexation but were <br /> held in abeyance at that time . <br /> Condition 40 of the Class A Special Use Permit (SUP ) states : <br /> "The applicant shall request annexation by the Town of Hillsborough for each phase of the <br /> development following the construction of required improvements . " The County has found <br /> It prudent in the past , as well as with more current policy , that the project proceed through <br /> the development approval and construction process ( rezoning , SUP , phased infrastructure , <br /> project timing , etc . ) before annexation . However, the recent request was prior to the <br /> construction of any improvements . <br />
