COUNTY <br /> PLANNING BO RO ' GROWTH CONTROL " LETTER OF MAY 612002 <br /> PURPOSE : To direct administration tc research the elements tQ consider while <br /> evaluating interim growth controls on larger scale residential developments within <br /> orange county ' s planning jurisdiction . <br /> BACKGROUND : On May 51 2002 the Omng9 County planning Board forwarded <br /> a letter to the Board of County Commissioners regarding options to Involve <br /> [gnw h] controls in large residential developments . <br /> The Beard of County Commissioners and Orange County Planning Beard have <br /> discussed in joint meeting on June 0 , 2002 , the need to examine the impact of <br /> Dirge develop rneint on the counter while many comprehensive planning and <br /> regulatory initiatives arein progress . <br /> Important initiatives including , but not limited to , the comprehensive plan update , <br /> Schools Adequate Public Facilities Ordinanos , water resource limitations , and <br /> transportation planning are in deliberate progress . <br /> ACTION : The County Manager , County Attorney and County Planning Director <br /> is directed to . <br /> • identify the many facets of such a proposal such as defi n 'Ing the alza and <br /> acal a of a ' large ' residential project <br /> • determine what ' pIpelInc ' proposals would be affected <br /> forrnulats the steps necessary (including public hearings ) to pursue as an <br /> option a limited moratorium or other growth x ntrQts , <br /> explore I ag al consideration <br /> research what other jurlsdlctions have employed in other cases <br /> research through Institute of Govemrent and other government and land use <br /> a uthonfies the use of moratoriums to a cmmipl ish short term goals <br />
