This might allow the time necessary <br /> to get the request for funds in the next fiscal year process . <br /> Rafalow suggested the wording include a statement about developing a preliminary plan that <br /> allows for the inclusion of some funds in time for the budget process . Stancil clarified this <br /> would be for the budget process for the fiscal year 2000 . Dr . Gordon concluded with that the <br /> BOCC could approve a grant application that has a match which needs to be budgeted in the <br /> future year . <br /> Rafalow volunteered to reword the suggested resolution to target coming up with a preliminary <br /> budget proposal in time for the 1999 -2000 budget . <br /> Dr . Gordon noted the need for the county departments to realize the importance of this issue . A <br /> way to initiate this would be the BOCC directing the departments to improve energy efficiency <br /> in vehicles such as purchasing low emission vehicles which could begin July 1st <br /> Rafalow suggested separating the issue into two parts : ( 1 ) Low emission vehicles — promote <br /> procurement of immediately . To be developed by Fortmann, Smith, and Rafalow via electronic <br /> mail with the goal of submitting to June Vt BOCC meeting so staff could be directed to begin <br /> action . <br /> Stancil recommended that the CFE agree to authorize the group indicated to develop the <br /> procurement of low emission vehicles with guidance and input from the CFE . Dr . Gordon added <br /> to empower the chair to work with her when it ' s ready to forward to the BOCC . <br /> Kohorn questioned how the CFE wanted to proceed with the revisions of the second part and <br /> what would be the best approach to the BOCC . <br /> Stancil noted that it wouldn ' t get on the BOCC agenda until late August at the earliest, giving the <br /> CFE more time to work on the wording . Dr. Gordon added that phrasing and staff input is <br /> important . <br /> Rafalow volunteered to make changes as discussed in regards to plan for reducing emissions <br /> using the expenditure of county funds such as vehicles , and send to all of CFE , collect <br /> comments , forward to Chair Kohorn as to the conclusive agreement of the CFE members for <br /> BOCC submittal . <br /> Rafalow suggested a second part, being Smith and Fortmann to draft another resolution to go to <br /> BOCC to make all purchases that are feasible low emission purchases . <br /> Dr. Gordon reported the influence of the Triangle J Council of Governments promoting <br /> alternative fueled vehicles in the Triangle area in the future .
