Chatham , Columbus , Halifax , Moore , Randolph and Robeson counties all have more stringent requirements on large livestock operations . In most cases the setbacks have been increased . For example in Chatham County the setback from confinement buildings and lagoons has to be 2500 - 5500 feet to residences . A question was raised that if the livestock operation was in place first and a house was built would the same restrictions would apply . Action results from first meeting : Planning department is to gather GIS data to see how many locations in the county are suitable for large livestock operation with the siting requirements of 1500 feet . Then the Cooperative Extension and another group are putting together a complete summary of all the state and county requirements in terms of permitting and inspections . A livestock operation has to be inspected four times a year . The resolution called for a report to the BOCC by June 1st . At the end of the first meeting a possible time for the next meeting was discussed , it was expressed that some were concerned that this study is being done during this busy time of year for farmers and called for the next meeting to be in October . Quarry Expansion Discussion Tucker reported that a concerned citizens group had contacted her and requested that the CfE be made aware of the quarry expansion and consider making a statement prior to a public meeting scheduled to be held April 12tn , Tucker explained that American Stone is in negotiations with OWASA to expand the quarry operations . The area is reaching capacity and looking to expand into OWASA owned land . Upon depletion of the original quarry it became a reservoir . Parts of the negotiations are to address water needs . Tucker expressed that it would be good to investigate what analyses have been done to determine the best alternative for the water needs for the area . Other topics discussed included the size of the pits , relocating Bethel Hickory Grove Church Road , and preserving wetland areas . Shaw described the location as at Hwy 54 and Bethel Hickory Grove Church Road and showed a map . Okun described the area as lying between University Lake and Cane Creek . The drainage area for University Lake is about 30 square miles and Cane Creek is DRAFT CFE 4/ 10/00 Minutes Page 3 of 6
