Chatham , Columbus , Halifax , Moore , Randolph and Robeson counties all have <br /> more stringent requirements on large livestock operations . In most cases the <br /> setbacks have been increased . For example in Chatham County the setback <br /> from confinement buildings and lagoons has to be 2500 - 5500 feet to residences . <br /> A question was raised that if the livestock operation was in place first and a <br /> house was built would the same restrictions would apply . <br /> Action results from first meeting : Planning department is to gather GIS data to <br /> see how many locations in the county are suitable for large livestock operation <br /> with the siting requirements of 1500 feet . Then the Cooperative Extension and <br /> another group are putting together a complete summary of all the state and <br /> county requirements in terms of permitting and inspections . A livestock <br /> operation has to be inspected four times a year . <br /> The resolution called for a report to the BOCC by June 1st . At the end of the first <br /> meeting a possible time for the next meeting was discussed , it was expressed <br /> that some were concerned that this study is being done during this busy time of <br /> year for farmers and called for the next meeting to be in October . Fortmann to <br /> continue to inform the CfE of further developments . <br /> IV . Approval of March 13 , 2000 Minutes . <br /> MOTION : Kohorn made motion to approve the March 13 , 2000 minutes . <br /> Seconded by Pratt . <br /> VOTE : Unanimous . <br /> V . Quarry Expansion Discussion <br /> Tucker reported that a concerned citizens group had contacted her and <br /> requested that the CfE be made aware of the quarry expansion and consider <br /> making a statement prior to a public meeting scheduled to be held April 12tn , <br /> Tucker explained that American Stone is in negotiations with OWASA to expand <br /> the quarry operations . The area is reaching capacity and looking to expand into <br /> OWASA owned land . Upon depletion of the original quarry it became a reservoir . <br /> Parts of the negotiations are to address water needs . Tucker expressed that it <br /> would be good to investigate what analyses have been done to determine the <br /> best alternative for the water needs for the area . Other topics discussed <br /> included the size of the pits , relocating Bethel Hickory Grove Church Road , and <br /> preserving wetland areas . <br /> Shaw described the location as at Hwy 54 and Bethel Hickory Grove Church Road <br /> and showed a map . <br /> Okun described the area as lying between University Lake and Cane Creek . The <br /> drainage area for University Lake is about 30 square miles and Cane Creek is <br /> DRAFT CFE 4/ 10/00 Minutes Page 3 of 6 <br />
