preferable format seems to be a panel discussion followed by a question &
answer session . Such a format would better inform participants of the current
regulations for "' clear cutting " and lead to another kind of follow- up meeting at a
later date .
The Dispute Settlement Center was suggested for moderating the panel
discussion , specifically, Andy Sachs . Suggested panel members included a
person from the NC Forest Service , Judson Edeburn , Duke Forest Manager, Jake
Wicker, Institute of Government, and someone from the Dogwood Alliance .
Panel speakers would be allotted 10 - minute segments . Some of the
stakeholders that were identified were large landowners , timber industry
representatives , rural / urban neighbors , and advocates of protecting wildlife
habitat, such as Dr . Haven Wiley ( UNC ) or Livy Ludington , co - authors of the
1997/ 1999 TLC reports that identified prime forestland in Orange County .
Inviting other boards was also suggested . The Durham Open Space and Trails
Commission , which advises on the building of greenways , site plans for
developments and changes with environmental impacts , was considered as being
another interested party .
Marketing issues of mailing lists and how to get the word out were discussed . A
target date of September or October was considered .
The CfE also discussed holding a joint meeting with counterpart advisory boards
from a neighboring jurisdiction . The Durham County Environmental Affairs Board
was suggested as a group to meet with to share concerns and interests in air
quality, transportation and conservation issues . It was suggested that a joint
meeting be scheduled for January 2001 , perhaps with a presentation by each
board about current projects and goals, and how to accomplish common goals .
VIII . Agenda Items for Next Meeting (June 12, 2000 )
Items identified for the June meeting include Shaping Orange County's Future ,
the proposed quarry expansion and the Natural Areas and Open Space Element .
IX . Committee Breakout Sessions
XI . Adjournment
The CFE Adjourned at 9 : 30 p . m .
DRAFT CFE 4/ 10/00 Minutes Page 6 of 6
