Tucker reported that the supplement EIS claims " the greatest proportion of <br /> homes with elevated levels of radon are in piedmont and mountain counties , and <br /> compared to the rest of Orange County there is a disproportionate number of <br /> homes within 1500 feet of the quarry with unsafe levels of radon gas " . Another <br /> issue that could be investigated is the air emissions from the site , including <br /> combustion and grinding and suppressions and whether it is meeting the state <br /> mining requirements . <br /> Tucker also noted that a small wetland will be completely displaced and there is <br /> no requirement for re - establishment . The CfE also heard concerns on the <br /> necessity of the quarry expansion and projected water use , water reclamation , <br /> stone usage and , benefits verses costs involved , quarry capacity calculation <br /> discrepancies , and road relocation implications . <br /> The CfE discussed the process for review of the EIS report and whether it might <br /> be prudent for ERCD staff or the CfE itself to review the document . The CfE <br /> decided to send a letter to the BOCC Chairman Carey , asking that the CfE to be <br /> allowed to comment on the quarry expansion proposal . <br /> The CfE requested copies of the Environment Impact Statement ( original dated <br /> 10 / 14/93 and Supplement dated March 2000 ) , a summary of the public hearing , <br /> materials from Mr . Erwin Danziger and Elliott Cramer about water usage , and <br /> Tucker 's letter for review and further discussion at the June meeting . <br /> IV . Formation of CfE Water Committee . <br /> Stancil reported that the existing Water Resources Committee ( WRC ) is <br /> scheduled to complete its groundwater project once the USGS report on the <br /> county's groundwater resources is completed in August 2000 . The WRC has <br /> prepared a draft outline for a report and is expected to issue its final report in <br /> either October or November . At that time , the WRC is expected to be dissolved <br /> and one of its members could be appointed to CfE . Other members of the WRC <br /> may continue to be involved in an ex officio capacity with the proposed new <br /> Water Committee of the CfE . <br /> Stancil noted that Pratt, Okun and Glaze have expressed desire to serve on the <br /> Water Committee . The new committee will develop guidance on how to <br /> implement the recommendations of the WRC ground water study and integrate <br /> what we know about surface water with ground water knowledge into a new <br /> Water Resources Element of the County 's comprehensive plan . The existing <br /> WRC expects to be merged into the CfE . The CfE considered forming the new <br /> " Water Committee " and making formal appointments at a later date . <br /> MOTION : Kohorn made motion to form a new Water Committee of the CfE at <br /> this time and take proxy votes .
