The first <br /> step of the proposal would expand the extracted use category of the LUP thereby <br /> allowing quarry operations to expand onto adjoining property . <br /> Tucker then provided additional information . The project would require <br /> establishment of 180 . 51 - acre rural industrial activity node in the University Lake <br /> Watershed . She noted that Joyce Brown had reported that in the memo from <br /> Manager Horton under `" Key Issues " there was an inaccuracy in the first item . <br /> The Chapel Hill Town Council did notapprove the amendment in 1994 . It had <br /> been discussed but never approved . Tucker noted that a resident of the quarry <br /> area had asked the CfE to consider making a statement concerning the <br /> environmental issues involved with the expansion . <br /> Tucker said that it appears that not enough attention has been given to the <br /> environmental concerns and as the different jurisdictions were beginning to vote <br /> on the issue , time is critical . It was noted that Orange County Planning Board is <br /> scheduled to hear the item on June 6tn . <br /> Tucker asked if ERCD had evaluated the quarry expansion proposal . Stancil <br /> explained that the amendment is to the Joint Planning Area Land Use Plan , which <br /> traditionally goes through the Planning Board and Elected Boards . He said staff <br /> would review the proposal if requested by the CfE . Tucker noted that Orange <br /> County has an Environmental Impact Ordinance that should be considered in this <br /> review . <br /> Stancil relayed a message from Okun (who was attending the on - going Chapel <br /> Hill Town Council meeting ) to the CfE that he thought there are sufficient <br /> environmental issues at hand for the CfE to discuss and submit a formal <br /> comment . Cotterman asked if the commission could also review the <br /> Environmental Impact Statement report . <br /> Tucker summarized issues raised in her personal letter to the Chapel Hill Town <br /> Council concerning the project : The EIS report does not adequately evaluate the <br /> environment impacts of a no - action alternative , the supplement report only <br /> updates impacts on humans , such as noise and traffic accidents ; when the <br /> original EIS concluded that a search of the area found no records of any rare , <br /> threatened or endangered species , it should have documented the source of this <br /> information ; the data is more than seven years old and could be considered <br /> invalid . Finally, as Orange County could be designated as a non - attainment area <br /> for ozone soon , the county would be required to demonstrate how it is reducing <br /> ambient levels of ozone . Tucker noted that this proposal would conflict with that <br /> effort because the quarry could combust approximately 750 thousand gallons of <br /> diesel oil , kerosene , gasoline and other fuels based on an 1996 air pollution <br /> report from the state .
