He asked the committees to consider <br /> whether members are ready and willing to lay out an implementation plan for any <br /> of the goals or has the CfE done its job . He suggested incorporating the <br /> recommendations into the matrix work plan and reporting back to the whole group <br /> after the breakout sessions . <br /> Waccholz said that it seems like the CfE is not addressing the impacts of residential <br /> development , as it should . Residential development seems to be one of the larger <br /> pressures on the environment along with some of the air quality issues . <br /> - - Committee Breakout - - <br /> Members reconvened to give committee reports on what ought to be included in the <br /> CfE goals for 2003 . Stancil confirmed that he is on the May 6th BOCC agenda for <br /> initial presentation of the SOE report . <br /> Air Quality Committee - Tucker reported on four recommendations in SOE <br /> report . <br /> • # 1 and 2 would wait until the County has completed an emissions inventory <br /> • # 3 is part of the recommendation to have countywide emission inventory <br /> • The Committee is preparing responses to the following questions anticipated <br /> from the BOCC . <br /> o If we do a county emission inventory how does it relate to statewide <br /> timeline for air quality information for non - attainment purposes ? <br /> o What pollutants would we cover in the inventory ( e . g . , ozone , <br /> particulate matter ) ? <br /> o Would it be greenhouse gases ( part of ICLEI ) ? <br /> o What are pros and cons of producing a local inventory verses waiting <br /> until the state has to prepare one of its own ? <br /> o Coordinate inventory efforts with adjacent counties <br /> Whisnant said it sounds like the top priority is to complete the inventory . Tucker <br /> said the CfE needs to know what the County would do with the inventory . The <br /> BOCC will need to see a clear purpose in order to commit the necessary funds . <br /> Whisnant reported that Kincaid said the Durham Environmental Affairs Board was <br /> interested in looking into some type of joint effort with Orange ' County on grant <br /> funding for the ICLEI Inventory and energy saving issues . <br /> Biological Resources Committee - Cotterman said her committee used the work <br /> plan as guide and identified the following priority issues : <br /> ➢ Complete the update to the Inventory of Natural Areas and Wildlife Habitat <br /> ➢ Complete the Natural Areas Element of the Comprehensive Plan <br /> Page 5 of 7 <br /> Draft April 14 , 2003 <br />
