The city of over half a million is projected to grow by another <br /> 345 , 000 people by 2025 . As has happened in other cities where the automobile controls the land- <br /> scape , Charlotte faces the specter of dangerous air pollution , stalled traffic , and the migration of <br /> jobs to areas less congested . It is currently ranked 17th-worst in the nation by the American Lung <br /> Association for ozone and nitrogen oxide pollution and could stand to lose federal highway funds , <br /> as Atlanta did, if things get much worse . To combat this , city and county planners have created an <br /> integrated transit and land-use plan that will guide growth and provide alternate modes of trans - <br /> portation to keep the city economically vital and better for citizens . <br /> TAKING ACTION BEFORE THE ` WRONG DECISION ' CAN BE MADE <br /> Charlotte 's combined planning process is taking place before many major land- use and traffic deci- <br /> sions are made . As the city has seen from larger cities such as Atlanta that failed to integrate com- <br /> bined planning processes early on , it is much more difficult to provide successful solutions after the <br /> fact . Growth is inevitable and welcomed in the Charlotte area, but it must be guided in order to <br /> be sustainable and healthy. <br /> PUBLIC SHOWS SUPPORT IN REFERENDUM <br /> Charlotte 's " Centers and Corridors " transportation study quantified growth pressures in the <br /> Charlotte -Mecklenburg area , and emphasized the need to investigate the possibility of rapid transit <br /> options along five select routes that would connect Charlotte 's Center City to outlying areas . As a <br /> result of the Centers and Corridors visioning process , Charlotte began the " 2025 Plan " in 1998 to <br /> evaluate the potential for these transit projects and to encourage land-use planning that would lead <br /> to more compact , urban land development . <br />
