V . State of the Environment Recommendations and Follow - Up <br /> Members discussed the overall efforts and the goals matrix for 2003 in conjunction <br /> with how to implement recommendations from the SOE report . <br /> Daniel noted concerns raised that the findings from the adopted WRC report had <br /> been generalized in the SOE information and needed to carry forward the <br /> recommendations from the WRC report . Whisnant reported that some folks , that <br /> were at the summit , were not clear on what the CfE was recommending should <br /> happen with the report and , that the WRC report had not made it ' s way onto any <br /> agenda in a set of action items . If we want to see any of our recommendations <br /> happen we need to have a strategy to keep the critical issues alive . <br /> Daniel reported on a Water Resource Committee meeting held on April 3rd to <br /> discuss the previous work and the final reports . He reviewed the work of the earlier <br /> Water Resource Committee from 1992 - 2002 , which included the following . <br /> • Primary focus was on ground water <br /> • Series of studies completed by Orange County and U . S . Geological Survey <br /> • County spent $ 200 - 300 , 000 that was match with federal funds <br /> A number of reports were published and distributed nationally <br /> • Presentations were made to the BOCC <br /> • A couple years have passed ; all the reports and recommendations on hold <br /> • CfE has been asked to revisit the study findings and to continue to advise the <br /> BOCC to move forward on implementation <br /> Members discussed strategies for implementation . <br /> • Develop a set of action items for implementation <br /> • Give commissioners an understanding of what is needed to accomplish the <br /> necessary actions <br /> • Get on BOCC agenda ; present informations give commissioners opportunity <br /> to ask questions of CfE representatives <br /> • Establish a county position to help implement these recommendations , such <br /> as a professional hydrogeologist associated with TJ COG <br /> Shaw reported that the BOCC has scheduled a report on the SOE for May 6 . Stancil <br /> will make a short presentation . Members discussed ways of promoting the CfE 's <br /> recommendations . <br /> Members asked Judy Kincaid how the Durham Environmental Affairs Board went <br /> about implementing their recommendations . She said presentations were made to <br /> the Durham BOCC and City Council . She said highlighting the indicators is just the <br /> first step , and that the City and County need to devote staff time and resources to <br /> follow - up and develop implementation plans , and to set objectives and targets . <br /> Kincaid said Durham 's indicators report did not include targets , nor did it include an <br /> action plan . Managers were interested , but Durham has severe budget problems . <br /> Kincaid said the Environmental Affairs Board is applying for grants and is interested <br /> in exploring joint application with Orange County .
