CONCLUSION <br /> The local governments in Orange County will likely face many decision <br /> points on air quality in upcoming years , whether through the emissions <br /> inventories and action plans of the three ICLEI member governments or the <br /> ground - level ozone non - attainment , which will affect all of the jurisdictions . <br /> Ideally , more time would exist to evaluate in greater detail the two possible <br /> programs that are on the table . The two potential programs outlined herein <br /> are complementary , and need not be viewed as an either/ or choice . The <br /> potential for leveraging local funds to meet existing commitments and new <br /> requirements exists — but the window of opportunity for one potential <br /> funding source is short — May 13 to be exact . <br /> The joint " Integrating Energy and Environment " proposal will require a <br /> tentative commitment by May 13 from the County and /or Towns . A tentative <br /> commitment by the Towns and County by May 13 ( contingent on further <br /> ORANGE COUNTY <br /> 2002 <br /> NORTH CAROLINA <br /> C rLEBRATING 250 YEARS <br />
