6 <br /> Energy Coordinator that would work half time in Orange County <br /> ( potentially including the Towns of Chapel Hill , Carrboro and <br /> Hillsborough ) and half time in Durham County . <br /> The proposal as outlined to date would house the Energy Coordinator <br /> in the Orange County Environment and Resource Conservation <br /> Department for administrative purposes during the Orange County <br /> portion of the project , but the Energy Coordinator could split time <br /> between the County and municipalities in the County ( and could also <br /> work with school systems ) on a proportionate basis . The Energy <br /> Coordinator is envisioned to conduct energy audits of County and <br /> Town buildings ( potentially school buildings , if desired ) , provide <br /> technical assistance regarding implementation of energy efficiency <br /> measures identified as a result of energy audits , and provide technical <br /> assistance regarding the development and implementation of other <br /> energy - related programs within the County and Towns . <br /> This project , as proposed , would provide assistance with <br /> implementation of local action plans developed within Orange County <br /> as a result of the funding through the MPO project ( discussed in the <br /> previous section ) . It would also provide energy expertise to respond to <br /> the recommendations of the Orange County Commission for the <br /> Environment that additional staff resources be dedicated to <br /> environmental issues in the County . The Energy Coordinator would <br /> help tie together non - transportation related energy issues with <br /> transportation related energy issues . <br /> The reason this potential project is being presented on short - notice is <br /> that the State Energy Program grant applications are due May 13 . <br /> Durham County is willing to submit the grant application , pending <br /> decisions by Orange County jurisdiction ( s ) on participation . Durham ' s <br /> portion of the funding would include a program manager that would be <br /> responsible for reporting and paperwork regarding the grant <br /> administration . The Durham program manager would also oversee a <br /> plan development and implementation program in that County <br /> ( activities that could be undertaken by existing staffs in Orange <br /> County ) . <br /> The grant requires a minimum of 25 % local match . The total cost of <br /> the half- time Energy Coordinator for Orange County is $ 46 , 872 over <br /> 18 months , beginning January 1 , 2004 .
