Again , the SIP will likely rely heavily on <br /> information generated at the local and MPO level . <br /> The State ' s SIP to address non - conformity is due in 2007 - 08 , with <br /> attainment levels to be required between 2007 - 2010 . <br /> B . POSSIBLE OPPORTUNITIES <br /> As previously noted , staffs from the different jurisdictions have met on a <br /> number of occasions to discuss the potential to jointly : <br /> • Meet the ICLEI / CCP emissions inventory and action plan commitments , <br /> and <br /> • Proactively address ground - level ozone and April 2004 non - attainment <br /> The recent State of the Environment Report 2002 has reiterated the <br /> importance of these issues and calls for inter- local coordination . The <br /> potential for exploring projects that meet both needs have been discussed by <br /> staffs . To date , two opportunities have been identified that could be taken by <br /> the County and Towns — opportunities that may be either linked or <br /> considered as independent ( either/ or ) options . Durham - Chapel HIII = Carrboro Metropolitan Planning Organization <br /> ( DCHC MPO ) — FY 2003 = 04 Planning Work Program <br /> The idea of MPO assistance for the ICLEI action plan was reviewed by <br /> the Technical Coordinating Committee , the staff liaisons that support <br /> the elected official Transportation Advisory Council JAC ) of the MPO , <br /> and a line item of $ 60 , 000 was included in the draft Planning Work <br /> Program for FY 2003 - 2004 . <br /> The funds proposed by the MPO staff for the upcoming year would hire a <br /> consultant to work with the local governments to complete the first three of <br /> the five steps in the Cities for Climate Protection ( ICLEI ) program for both <br /> Orange and Durham Counties . These are conducting a baseline <br /> emissions inventory and forecasting emissions growth , setting an <br /> emissions reduction target , and developing an action plan to meet the <br /> target .
