` 2 <br /> * - The Cities for Climate Protection Program includes both counties and cities <br /> In addition to membership in CCP , Chapel Hill , Carrboro , and Orange <br /> County have adopted resolutions that pledge to reduce global warming <br /> by completing five steps : <br /> o Conducting a baseline emissions inventory and forecast emissions <br /> growth . <br /> o Setting an emissions reduction target . <br /> o Developing an action plan to meet the target . <br /> o Implementing actions in the plan , and <br /> o Monitoring and verifying emissions reduction progress . <br /> The Town of Chapel Hill ' s activity to initiate the five steps above was <br /> made contingent on obtaining outside resources or assistance to do <br /> so , which has not occurred to date . The Town of Carrboro plans to <br /> conduct the emissions inventory and forecasting with existing <br /> resources , but changes in staffing and other project priorities have <br /> allowed only minimal action . Orange County , as a part of its <br /> resolution , instructed staff to begin evaluating methods of achieving <br /> the inventory , including working jointly with the Towns of Chapel Hill <br /> and Carrboro . The City of Durham completed a county - wide baseline <br /> emissions inventory and forecast of emissions , set an emissions <br /> reduction target , and developed an action plan to meet the target . <br /> This was done in 1999 by a consultant . The City has not taken any <br /> further action on this plan . The Durham City - County Environmental <br /> Affairs Board has recently encouraged the City and County to do so . <br /> As early as the summer of 2001 , the idea of joint progress towards the <br /> ICLEI commitments among Orange County jurisdictions has been <br /> discussed . Staff members from Orange County , Chapel Hill and <br /> Carrboro met periodically over the past two years to discuss a joint <br /> effort . In January 2003 , staffs met again , and discussed possible <br /> funding sources . Due to increasing emphasis on air quality issues in <br /> the regional transportation planning process , the group explored the <br /> feasibility of requesting funds from the Durham Chapel Hill Carrboro <br /> Metropolitan Planning Organization ( DCHC MPO ) .
