There are a number of impending actions and <br /> implications to be aware of in this realm , related both to our own commitments to <br /> environmental initiatives and to new federal rules for ground - level ozone . <br /> This memo attempts to briefly summarize these upcoming actions and identify <br /> possible opportunities for addressing some of these events . In writing this memo , <br /> 1 have incorporated portions of previous efforts from fellow staff members at <br /> Chapel Hill and Carrboro and from a representative from the Durham City - County <br /> Environmental Affairs Board . <br /> A . BACKGROUND <br /> 1 . ICLEI / Cities ( and Counties ) for Climate Protection <br /> Three local governments in Orange County ( as well as the neighboring <br /> City of Durham ) have committed to taking steps ,to reduce greenhouse <br /> gas emissions known to contribute to global warming . These <br /> commitments have been established through memberships in the <br /> International Council for Local Environmental Initiatives ( ICLEI ) and <br /> the Cities for Climate Protection * ( CCP ) Campaign . A summary of both <br /> programs is provided in the Assembly of Governments agenda packet . <br /> The Town of Chapel Hill joined the program in August 1999 , followed <br /> by the Town of Carrboro in June 2001 and Orange County in <br /> November 2001 . The City of Durham joined the program in May , 1996 . <br />
