ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: October 5, 2004 <br />Action Agenda <br />Item No. ~~ <br />SUBJECT: Bid Award: CCTV System for Jail <br />DEPARTMENT: Purchasing, Sheriff <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Bid Tabulation <br />INFORMATION CONTACT: <br />David Cannell, 245-2651 <br />Pam Jones, 245-2652 <br />Sheriff Pendergrass, 245-2900 <br />TELEPHONE -NUMBERS: <br />Hillsborough <br />Chapel Hill <br />Durham <br />Mebane <br />732-8181 <br />968-4501 <br />688-7331 <br />336-227-2031 <br />PURPOSE: To consider awarding a bid far CCTV System for the Jail from Electro Micro <br />Security Systems, Inc. from Durham, NC, <br />BACKGROUND: Currently, the .Jail utilizes black and white cameras and monitors that were <br />originally installed in 1982, The Jail inspector for the State of North Carolina has expressed <br />multiple concerns about the system during periodic inspections and has requested that it be <br />replaced with a color CCTV system, Among those concerns are exposed wires as well as the <br />fact that some cameras in the jail are unprotected against possible vandalism by inmates as <br />they are moved within the jail, The current system is also in constant disrepair and provides no <br />recording capabilities, The ability to retard and maintain an archive of the recordings will <br />provide a valuable tool for possible litigation arising from the jail. <br />Purchasing & Sheriff staff developed a bid package that not only address the concerns of the <br />inspector but also safety concerns within the jail. The system consists of: <br />• Four (4) color digital video recorders with 600 GB storage each <br />• Five (5) color high resolution day/night cameras with motorized zoom lenses <br />• Thirteen (13) color high resolution day/night cameras with fixed lenses <br />• Thirty four (34) color nagged dome interior cameras <br />• Sixteen (16) 14" high resolution color monitors <br />• Two (2) 9" high resolution color monitors <br />• Any additional wiring (will utilize existing wherever possible) <br />• Installation & training <br />• One year on-site maintenance <br />
