Okun discussed a recent newspaper report on the effects of blasting on homes in <br /> the quarry area . Other concerns discussed were potential effects on wells , water <br /> supply, and stone needs . a suggestion that American Stone and OWASA might <br /> be required to provide water those people who are affected adversely by the <br /> project, and to compensate property owners for any damages that occur was <br /> discussed . The costs of these types of compensations would be small compared <br /> to the value of the additional water supply . <br /> Other issues discussed were the fact that Orange County contains the <br /> headwaters for many rivers flowing through and outside of the county, earlier <br /> , decisions to limit the provision of water to Chatham County, and the realization <br /> that although water is a limiting factor for growth and development neighboring <br /> counties will buy water from whoever else can supply their needs . <br /> The CfE concluded to reserve making any statement on the proposed quarry <br /> expansion until further study of the issues is completed . Tucker volunteered to <br /> attend the April 12 meeting in a citizen capacity and report back at a later time . <br /> Another idea was to assign investigation of this issue to the future water <br /> committee if the CfE determines to take on this study . <br /> VY . CfE Goals for FY 2000 - 01 <br /> The CfE adopted the proposed goals as distributed with the following changes : <br /> Reword the fourth goal under the Air Quality Committee to say, ' Investigate the <br /> potential for the State to establish additional air quality monitoring stations in <br /> Orange County . " And change the completion date to "June 2001 . " <br /> Add "Track transportation issues " as an " ongoing " issue . <br /> Delete the fourth goal listed under Environmental Indicators and Education <br /> Committee . <br /> Adopt the Proposed Water Committee goals with the understanding that there <br /> will be allowed flexibility to modify the goals once the committee is established <br /> and begins working . <br /> MOTION : Jurgelski moved adoption of the goals with changes as noted . <br /> Seconded by Crisler . <br /> VOTE : unanimous <br /> V11a Water Resources Committee <br /> The CfE discussed the name of the proposed committee , favoring " Water <br /> Committee " or " Water Quality and Resources Committee " because many <br /> people think of water quantity when they hear " water resources .
