03 <br /> The CFE discussed how timber harvesting comes into play in the development process . The <br /> Forestry Service notifies the Planning department and then the sediment and erosion control <br /> regulations apply . It was noted that only about 51 percent of the operations are known by <br /> or reported to the Forest Service . Kohorn asked if there is any effort being made to <br /> encourage the 49 percent of unknown logging operations to notify the Forest Service . <br /> Gaertner noted that landowners are strongly opposed to more regulations regarding logging <br /> operations and that the County could get more for its money by encouraging the use of <br /> forestry management plans rather than purchasing timber rights . <br /> Other issues and ideas discussed by Gaertner with the group included . <br /> • The average time for completing logging operations of certain land size <br /> • The advantages and disadvantages of selective cutting <br /> • What factors are considered in determining what trees should be harvested <br /> • The time needed for developing a management plan ; also updates to the plan <br /> • Providing county incentives might encourage loggers to report their operations ( e . g . , <br /> county supplying bridge mats ) <br /> • There are only 12 state foresters in NC ( eight counties per forester ) <br /> • Land owners are worried about their property rights being taken away <br /> • Orange County could supplement Forest Service with management planning <br /> • Advantages of forest management planning include protection of water quality and <br /> wildlife habitat , more trees grow to maturity , greater return from trees that are cut <br /> • Cost of management plan is about $ 15 per acre ( higher for smaller tracts ) <br /> • The County could consider subsidizing the land owner who does a management plan <br /> • Consider combining forest certification with management planning <br /> In conclusion , staff was asked to bring back a " shopping list " for CFE review at the next <br /> meeting . Gordon asked for a list of advantages of forest management planning , cost and <br /> time of planning process . <br /> IV . Updates <br /> • State of the Environment Report ( December 2001 Progress Report , December <br /> 2002 full report ) <br /> • CFE Priorities List <br /> Stancil reported on BOCC preference for timing of State of Environment reports . BOCC <br /> suggested a full report in the December prior to the legislative long session so if there are <br /> ideas that the BOCC agrees with from this group they could be pursued with a local bill . <br /> Since CFE did not prepare a progress report in 2000 , one should be prepared for 2001 and a <br /> full SOE report submitted in December 2002 . <br /> Stancil reported that an Air Quality goal was approved by the BOCC and is expected to be <br /> adopted at a future meeting . Additional language was added in regards to the Truck Stop <br /> issue and monitoring along the interstate . A revised copy will be sent to the Air Quality <br /> Committee . Gordon asked if the Air Quality Committee was interested in being involved <br /> with transportation planning and effects of air quality . <br /> Stancil reported that it would be another couple months before news of the proposed Mobile <br /> Source Emissions grant would be announced as it could be tied up in the state ' s pending <br /> budget issues . <br /> A joint meeting with Water Resources Committee is scheduled for May 141h at 6000 p . m . <br /> with dinner in a Hillsborough location . <br /> DRAFT CFE 4/09/01 Minutes Page 3 of 4 <br />
