The County <br /> District Forester could not attend th,e meeting due to a fire on that day . <br /> During the meeting it was recognized that although there are some areas where the County <br /> and Forest Service may not agree , there are some shared goals that are easily attainable . <br /> Pursuing a cooperative program along those goals was suggested . The Soil & Water District <br /> was identified as a logical partner in the collaborative effort . Botts communicated with the <br /> new DENR Secretary , Bill Ross , and others in Raleigh . There is interest in pursuing the <br /> project . A draft of the comments from that meeting with Botts was forwarded to Senator <br /> Kinnaird ' s office , and there was interest in introducing a bill covering some of these same <br /> issues . Copies were sent to the County Forest Service . <br /> To summarize , the County and Forest Service and the Soil & Water District would enter into <br /> joint collaborative project to focus on key areas . <br /> • Jointly promoting forest management plans including joint brochures , joint community <br /> meetings , between the two parties . <br /> • Notice to adjacent landowners within certain radius of operations . <br /> • Conservation Forest option with qualified use value program . <br /> • Report known identified water quality violations that Forest Service is aware of ( they <br /> don ' t know about all operation ongoing ) ask that the Soil & Water District and Soil <br /> Erosion Control folks to look at the situation in a timely manner . <br /> Stancil noted that the two bills ( titled Local / State Forestry Pilot Program ) are similar , with <br /> Senate Bill 724 sponsored by Senators Kinnaird and Lee and House Bill 840 by <br /> Representatives Insko and Hackney . The proposal for a pilot program was expanded to <br /> authorize local governments statewide to participate . Orange County would be a part of the <br /> pilot program , as identified in Section 6 . Stancil reviewed the sections . <br /> On March 14th another meeting was held with the County Forester , District Forester , District <br /> Conservationist ( Brent Bogue ) , Commissioner Jacobs and Stancil to talk about the proposed <br /> pilot program . Concerns about promoting awareness of forest management issues were <br /> raised by the foresters . They have a hard time keeping up with the review and approval of <br /> forest management plans , and that promoting those plans would be more than they could <br /> handle . A burning permit may be issued for 48 hours up to two weeks . There is no <br /> mechanism in place to do the notifications . The Forest Service suggested that the County <br /> take on the notification role , possibly either 911 Center or Environmental Health by calling <br /> the local media and issuing a no - burn warning . <br /> On the issue of posting logging activities , the timing of such postings was a concern . The <br /> foresters noted that some of the contracts last two years and they may not be aware of <br /> when activities would occur . When they do occur it could be over a long period of time . <br /> In conclusion , the Forest Service representatives indicated interest in cooperating on a ) a <br /> joint brochure with the Tax Assessor on the use value program and b ) a joint brochure with <br /> CFE on " good neighbor approach " , directed toward loggers and adjacent landowners . The <br /> brochure would try to educate adjacent landowners about forest harvesting / management <br /> techniques and procedures ; loggers would be encouraged to notify the Forest Service even <br /> if it ' s not required ; loggers would be asked to help promote awareness among land owners <br /> adjoining logging areas of what is involved in the process . <br /> Stancil reported that a second draft of the proposed forestry pilot program was prepared <br /> and submitted to Raleigh .
