COUNTY OF ORANGE 01 <br /> COMMISSION FOR THE ENVIRONMENT <br /> DRAFT Summary of Meeting April 9, 2001 <br /> Held at Orange County Southern Human Services Center, <br /> Chapel Hill , NC <br /> CFE Members Present : Roy Fortmann ( Vice - Chair) , Laura Cotterman , Loraine Kohorn , Lee Rafalow , <br /> Mark Smith , Annette Jurgelski , Dan Okun , Richard Pratt, Cara Crisler , Commissioner Alice Gordon <br /> Excused Absences . Julie Tucker, Hervey McIver <br /> Visitors : Jerry Gaertner, Consulting Forester <br /> Staff Present : David Stancil , ERCD Director ; Rich Shaw, ERCD Land Conservation Manager ; Carol <br /> Melton , ERCD Administrative Assistant . <br /> I . Call to Order and Additions to the Agenda <br /> Vice Chair Fortmann called meeting to order at 7 : 40 p . m . <br /> A change to the agenda was made , adding an item ( VI . ) to consider appointing a <br /> subcommittee to work with RPAC on priorities for potential 2001 bond referendum . <br /> II . Approval of Minutes . <br /> MOTION : Rafalow motioned approval of the March 12 , 2001 minutes with one correction . <br /> Seconded by Pratt . <br /> VOTE : Unanimous approval . <br /> III . Forestry Update and Worksession <br /> Stancil provided updates on local legislative proposals , recent discussions with the Forest <br /> Service , and potential brochures in cooperation with the Forest Service and Tax Assessor . <br /> He also recognized Jerry Gaertner to participate in the discussion . <br /> A review of previous ideas discussed included . a tour of different managed forests , <br /> promoting a landowner cooperative for timber harvesting , and promoting local legislation <br /> which could be coalesced into a CFE recommendation for action by the BOCC . <br /> Rafalow expressed concerns regarding burning versus chipping and asked whether it was <br /> too late for that to be included in legislation . Stancil said that although the bill had been <br /> introduced , there might be an opportunity to provide the committee comments and to make <br /> revisions if the BOCC agrees . Rafalow noted that not only in legislation , but somewhere we <br /> ought to say , " burning isn ' t the thing to do no matter what the weather ; try chipping <br /> instead . " Cost issues were noted as a reason that people choose burning over chipping . <br /> Stancil asked the group to come up with something in the way of action priorities that they <br /> feel are important that staff can write up and bring back . <br /> Stancil gave an update on latest activities . On February 20t" Commissioner Jacobs , <br /> Commissioner Brown & Stancil met with Dewey Botts , Assistant Secretary of the N .
