COUNTY OF ORANGE 01 COMMISSION FOR THE ENVIRONMENT DRAFT Summary of Meeting April 9, 2001 Held at Orange County Southern Human Services Center, Chapel Hill , NC CFE Members Present : Roy Fortmann ( Vice - Chair) , Laura Cotterman , Loraine Kohorn , Lee Rafalow , Mark Smith , Annette Jurgelski , Dan Okun , Richard Pratt, Cara Crisler , Commissioner Alice Gordon Excused Absences . Julie Tucker, Hervey McIver Visitors : Jerry Gaertner, Consulting Forester Staff Present : David Stancil , ERCD Director ; Rich Shaw, ERCD Land Conservation Manager ; Carol Melton , ERCD Administrative Assistant . I . Call to Order and Additions to the Agenda Vice Chair Fortmann called meeting to order at 7 : 40 p . m . A change to the agenda was made , adding an item ( VI . ) to consider appointing a subcommittee to work with RPAC on priorities for potential 2001 bond referendum . II . Approval of Minutes . MOTION : Rafalow motioned approval of the March 12 , 2001 minutes with one correction . Seconded by Pratt . VOTE : Unanimous approval . III . Forestry Update and Worksession Stancil provided updates on local legislative proposals , recent discussions with the Forest Service , and potential brochures in cooperation with the Forest Service and Tax Assessor . He also recognized Jerry Gaertner to participate in the discussion . A review of previous ideas discussed included . a tour of different managed forests , promoting a landowner cooperative for timber harvesting , and promoting local legislation which could be coalesced into a CFE recommendation for action by the BOCC . Rafalow expressed concerns regarding burning versus chipping and asked whether it was too late for that to be included in legislation . Stancil said that although the bill had been introduced , there might be an opportunity to provide the committee comments and to make revisions if the BOCC agrees . Rafalow noted that not only in legislation , but somewhere we ought to say , " burning isn ' t the thing to do no matter what the weather ; try chipping instead . " Cost issues were noted as a reason that people choose burning over chipping . Stancil asked the group to come up with something in the way of action priorities that they feel are important that staff can write up and bring back . Stancil gave an update on latest activities . On February 20t" Commissioner Jacobs , Commissioner Brown & Stancil met with Dewey Botts , Assistant Secretary of the N . C . Department of Environment & Natural Resources ( DENR ) , to discuss the possibility of a collaborative project between Orange County and the Forest Service ( NC Division of Forest DRAFT CFE 4/09/01 Minutes Page 1 of 4
