c� g <br /> A program for land acquisition for long - term park needs should be developed that <br /> identifies sites that could meet needs (including potential for siting active and low-impact <br /> recreation) , based on projected size and location of parkland throughout the county. The <br /> availability of matching funds from the benefiting jurisdictions should be an important <br /> component in future acquisition and park development. .. . <br /> The reports cited above also offer insights into the park facilities needs of each <br /> jurisdiction in the County . The balance between parkland and the development of <br /> facilities was also reflected in the 1997 referendum . The Lands Legacy program is <br /> striving to make land-banking and preservation of critical resource lands a reality . <br /> Another important component that guided the work in this report was the 1997 Parks <br /> bond and the noteworthy projects that have been accomplished from that bond . A total of <br /> five new soccer fields have been constructed or will soon be available for County <br /> citizens , accomplished with proceeds from that bond . The bond and the reports of parks <br /> work groups in the past four years has greatly advanced our ability to work together <br /> Countywide for parks and open space needs . The Board ' s adopted criteria for joint parks <br /> projects clearly articulates the ways that joint parks projects could be pursued by multiple <br /> jurisdictions . <br /> Be Goals for Parks , Open Space and Resource Lands <br /> The projects recommended in this report were selected with the following goals in mind $ <br /> 1 . Work toward completion of projects in the 1988 County Master Recreation and Parks <br /> Plan <br /> 2 . Work toward completion of projects ( acquisition and facilities ) suggested in the 1999 <br /> Joint Master Recreation and Parks (JMRP ) Work Group report <br /> 3 . Promote appropriate joint parks and open space projects between Town and County , <br /> consistent with adopted criteria <br /> 4 . Acquire Top Priority Identified Natural Areas and Wildlife Habitat and Prime Forests <br /> 5 . Acquire conservation easements on top priority Prime and Threatened Farmland in <br /> Water Supply Watersheds <br /> 6 . Aggressively pursue grants and partnerships with other local governments and <br /> associations <br /> The current report lays out the short term and longer- term priorities that we see from the <br /> identified needs . The short - term projects are needs that we anticipate will be most <br /> critical for the next five years , while the longer- term needs are projects that , while <br /> extremely important , may require activity and funding in the 6 - 10 year timeframe . <br /> The issues discussed in this current report are timely because of the ongoing work of the <br /> Capital Needs Advisory Task Force . The short -term priorities in the report are the Task <br /> Force ' s best estimate of the projects that might be feasible for the November bond <br /> referendum , and are also provided to serve as a starting point for Board discussion of <br /> parks and open space needs . <br />
