BACKGROUND : The North Carolina Department of Transportation , IlublIc Transportation Division designates ROAP funds each fiscal year to Orange County . ROAP consolidates the Elderly and Dlsai ad Transport ion Assistance Program (EDTAP ) , the Work First Transitional! Employment Transportation Assistance Program and the Rural General Public ( RGP ) Pmgrart7 into a single application package . These ROAP funds allow Orange County to continue servicing the above - mentioned Programs from July , 20a2 through June . 2003 . The Public Transportation Division has additional Rural General Public dlscretlonary funds to as $ i $ t with the developrr nt of rural public routes , The discretionary fund request would (1 ) add additional routes to the Orange Express for hourly service throughout the day . ( 2 ) add midday routes that compliment Triangle Transit Authority ' s Hillsborough to Durham commuter bus service , and (3) establish a Hillsborough inter-city bus route that would connect with service to Durham and Chapel Hill . Established marketing plans for the proposed routes have been completed with Triangle Transit Authority and Orange Public Transpertaticn ( OPT ) . FINANCIAL IMPACT : The ROAP grant requires no lvc* l matach . The discrationary RGP grant requires a Imal rnatc h of $ 7 , 868 which is already included in the OI '1` operating budget . - RECOMMENDATION (S ) As The Manager recommends that the Board approve the application for Rural Operating Assistance program funds for FY 2002103 and to approve the Rural General Public discretionary fund appii tien for Fly 2002I03 and authorize the Chair to sign the Certified Staten-oent of Parkicipation .
