05 <br /> VI . Budget Update <br /> Stancil reviewed how state budget cuts could affect CFE goals and ERCD . He explained <br /> plans to address current year shortfalls by delaying payments to capital funds and perhaps <br /> freezing vacant positions . Impacts to the ERC department budget will not be substantial <br /> this fiscal year . Next fiscal year , there may cuts in the Capital Improvement Plan and <br /> delays in the sale of bonds approved last November . These issues will be discussed at the <br /> March 18 work session . <br /> Stancil said the Lands Legacy annual allotment of $ 500 , 000 could be cut back to $ 100 , 000 <br /> to cover only the debt service that we have on Seven Mile Creek and one other site . He <br /> noted that he hopes that would be a one - year reduction . Stancil explained that the bond <br /> funds have to be appropriated in the near future and decisions may be made the BOCC ' s <br /> March 18 work session . Different groups will likely lobby for their projects getting funds <br /> first , including schools , senior centers , affordable housing , and town park projects . The <br /> question is how will the funds for Lands Legacy be appropriated over the bond timetable . <br /> Stancil is hopeful that some of that money will be available in the first two years . If the <br /> funds are delayed until later years we may miss opportunities as they arise for Lands <br /> Legacy properties . Fortmann suggested that these issues be discussed further as an <br /> agenda item for the April CFE meeting . <br /> VII . Status of CFE Applicants and Recruitment <br /> The CFE discussed ideas of recruiting new members , as there are three available positions <br /> open . They also discussed ways of recruiting Associates for work on special projects . <br /> Commissioner Gordon said she would investigate how to expedite filling CFE vacancies . <br /> VIII . BOCC Agenda Items Update <br /> Stancil reviewed some of the materials included in the meeting packet from the previous <br /> month ' s BOCC agenda . Fortmann reminded members that he had asked staff to provide <br /> this kind information and encouraged members to look at the BOCC agenda website for <br /> pertinent issues . Stancil reviewed the materials from BOCC consideration of alternatives to <br /> open burning of agricultural land - clearing debris . He noted that most farming activities are <br /> exempt from the ordinance and that it was likely to be addressed through subdivision <br /> regulations . Members discussed open burning issues , air quality concerns , and the <br /> differences between agricultural and non - agricultural burning activities . <br /> IX .
