Carrboro 1tiIP0 <br /> Durham — Chapel Hill — <br /> Metropolitan Transportation Improvement Program <br /> Amendment #4 — April 107 2002 <br /> FY 2002 - 2008 <br /> Justification <br /> The DCHC MPO will approve Amendment #4 to the FY 2002 - 2008 TIP on April 10 , 2002 . This <br /> amendment was requested by the Triangle J Council of Governments ( TJCOG ) to develop and <br /> administer a Biofuels Rebate Program to reimburse stakeholders for the incremental costs <br /> of Biodiesel and Ethanol . Incremental costs are the price differentials between alternative fuels <br /> and their conventional counterparts - gasoline and diesel . This program is designed to improve air <br /> quality through the use of bio - based renewable fuels . The total CMAQ funding awarded for the <br /> Biofuels Rebate Program from NCDOT is $ 280 , 700 . A local match will be secured by <br /> TJCOG through a $ 41 , 250 contract with the NC Department of Administration ' s State Energy <br /> Office to administer the Biofuels Rebate Program and $ 17 , 000 from an existing Mobile Source <br /> Emissions Reduction Grant that TJCOG has received from NC DENR' s Division of Air Quality. <br />
