Gaertner suggested sending a representative
to some place like Wisconsin , where they are already doing it , and maybe
sending someone to a place where it has failed . Rafalow asked whether he
would consider it helpful for Orange County to play a role of facilitating the
birth of one of these programs . Gaertner said it should be considered
because it is no more expensive than hiring people to enforce a lot of new
regulations . Gordon suggested that the proposed new Agriculture Broker
Specialist could work on this project .
Smith asked if there is any education process for loggers . Gaertner said that
there is a logger who uses horses to harvest timber ( Richard Drake ) , who
could be asked to sponsor a training workshop . The CfE discussed the effects
of standard logging equipment on the environment verses horse logging .
Cotterman asked if there is a place to look at the existing sustainable criteria .
Geertner suggested the web page < FSCUS . org > . Smith said CfE could do
something similar to what it did with AFLEV and maybe make some
recommendations about the county procurement process for wood products .
Geertner mentioned that the county could do well to have the Cane Creek
Reservoir area a certified forest . Everybody enjoys the water , air , wildlife , so
everyone could contribute by buying certified lumber .
Tucker thanked Mr . Gaertner and introduced William McDowell , Forest Policy
Associate from the Southern Journal Law Center . McDowell stated that two
things the CFE should consider are the present - use taxation program and the
cost- share program . He noted that Orange County is about second or third in
the state in the amount deferred taxes due to forest management . The cost-
share program effects 1 / 10 of the acreage in the state that 's harvested every
year . Ninety - five percent of the cost share percent goes to pines and about
0 . 3 percent goes to hardwoods .
Gordon suggested that the Biological Resources Committee write a follow - up
summary of these ideas , including the possible work with the Agriculture
Draft CFE 2/ 12/01 Minutes Page 5 of 6
