Develop a program for Smart Growth awards . <br /> ■ Establish Governor ' s Smart Growth Awards to be given annually for significant <br /> achievements by government , non -profit , business , and private entities in different <br /> categories , with a spec category of recognition for protection of open space . <br /> Objective 1C . 5 : Develop database of land- use design techniques for conservation . <br /> 5 <br />
