�1 4 <br /> Triangle Area Water Supply Monitoring Project . Underway since 1988 , the project involves <br /> systematic sampling and analysis of water quality at several major water supplies in the <br /> region . Through this effort communities now have important information about the existing <br /> and potential quality of the public 's water supply . <br /> Davis noted that Orange County has taken a number of actions to protect water resources <br /> in its jurisdiction . He displayed some of the reports prepared over the last 20 years with <br /> data on county water demands , wastewater needs and service needs ; and <br /> recommendations for watershed protection . He mentioned other reports by OWASA and the <br /> surrounding towns . <br /> Davis gave an overview of water resources in this region and of Orange County Is position <br /> within the Neuse and Cape Fear river basins . He noted the importance of resource <br /> protection because of the County being at the headwaters of these two important river <br /> basins . He gave information about the area 's water supply sources , water filtration <br /> facilities , wastewater treatment/ reclamation facilities , mutual aid agreements , and water <br /> resources for the future . <br /> Based on local and state population projections , it is evident that the region will experience <br /> population growth and urbanization in the future . This growth will bring about significant <br /> changes in land use activities and associated increases in impervious surfaces . A number of <br /> streams in the area are already rated as " impaired " due to nonpoint source pollution and <br /> the other effects of urbanization . Unless adequate measures are taken now , further <br /> impairment of water resources can be expected to occur in the future as a result of the <br /> additional growth and development and associated changes in land use that will occur <br /> throughout the region . An evaluation of the growth effects on water resources is needed to <br /> better inform local decision makers on the long term water quality impacts of their local <br /> land use planning and growth management strategies . Management and protection of <br /> water resources is a complex task requiring coordination and cooperation among the <br /> residents , businesses , and governmental agencies . Water conservation and the reuse of <br /> reclaimed wastewater in meeting water needs should be considered to assist in planning , <br /> managing and protecting our water resources . Through cooperative efforts we will be better <br /> prepared to address the long - term water supply and water quality protection needs of <br /> present and future residents and businesses . <br /> Chair Fortmann thanked Davis for his presentation and invited him to discuss these issues <br /> further with the Water Resources Committee . <br /> IV . Resolution — " Non - CFE Members as Committee Members " <br /> Tucker reviewed the revised proposal for non - member participation in CFE matters . She <br /> said the proposal includes changes that were suggested at the January meeting . Members <br /> discussed their preferences for the official name of non - member participants . The name <br /> " Associates " was chosen over " Friends " or " Advocates . " Fortmann recommended adding a <br /> section describing who is eligible to participate as a CFE Associate and suggested some <br /> language . Fortmann , Cotterman and Rafalow offered other edits to the proposal . <br /> Tucker agreed to finalize the proposal and present at the next meeting to be followed by a <br /> vote on an amendment to the CFE by - laws . Stancil said he would prepare a draft <br /> amendment for CFE consideration .
