1 <br /> COUNTY OF ORANGE <br /> COMMISSION FOR THE ENVIRONMENT <br /> DRAFT Summary of Meeting February 11 , 2002 <br /> Held at Orange County Southern Human Services Center, <br /> Chapel Hill , NC <br /> Members Present : Roy Fortmann ( Chair ) , Dan Okun , Laura Cotterman , Cara Crisler, Annette Jurgelski , <br /> Lee Rafalow , Johnny Randall , Mark Smith , Julie Tucker <br /> Excused Absences . Hervey McIver, Richard Pratt, Chris Wachholz <br /> Guests : Pat Davis , Triangle J Council of Governments , Deborah Amaral <br /> Staff Present : David Stancil , ERCD Directors Rich Shaw , Land Conservation Manager ; Bradley Decker, <br /> ERCD Intern ; and Carol Melton ERCD staff <br /> I . Call to Order <br /> Chair Fortmann called meeting to order at 7@30 p . m . <br /> II . Approval of Minutes ( January 14 , 2002 ) <br /> Crisler asked if committee reports were expected each meeting as noted in the meeting <br /> summary . Fortmann clarified that the intention was for each committee to give an update of <br /> their work at the breakout session time of the meetings . <br /> MOTION : Rafalow motioned to approve the January 14th minutes with corrections as <br /> noted by Crisler and Fortmann . Seconded by Crisler . <br /> VOTE : Unanimous , <br /> III . Additions to the Agenda <br /> Okun introduced Deborah Amaral as a possible candidate for the CFE membership . Ms . <br /> Amaral is on the faculty of the UNC Department of Environment Science and Engineering , <br /> and is involved in solving issues related to water in the local area and the state . <br /> Randall reported on the BOCC recently adopted a resolution in support of the newly formed <br /> Morgan Creek Valley Alliance . He passed around a copy of the resolution and a draft <br /> brochure about the Alliance . <br /> III . Water Resource Management in the Triangle , Pat Davis ( Triangle J COG ) <br /> Okun introduced guest speaker , Pat Davis , Water Resources Program Manager with the <br /> Triangle J Council of Governments ( TJCOG ) . Okun mentioned some of the Water Resource <br /> Committee ' s concerns about water supply issues in Orange County . He noted that TJCOG <br /> has gathered the best available information related to those issues and Mr . Davis would <br /> provide an overview of local plans and projections of water needs and services . <br /> Davis began by noting that the TJCOG is recognized as a leader in water supply protection . <br /> They assist local governments in their seven - county region with watershed management <br /> and encourage development of the state ' s minimum standards for protection of public water <br /> supplies . TJCOG has worked closely with local , state and federal agencies to develop the <br /> DRAFT MEETING SUMMARY Page 1 of 3 <br /> CFE February 11 , 2002 <br />
