5 . OWASA is receptive to the idea of making this land available for
certain low - impact parkland uses only , such as a hiking /jogging
trails , picnic areas/ shelter , primitive camping , nature center , and
other educational / research activities .
6 . Opening this land for public use could help address low - impact
parkland needs in this section of the County and take some
pressure off Eno River State Park and Duke Forest properties
located in eastern parts of the County . The. future openings of
McGowan Creek Preserve ( Fall 2002 ) , Little River Regional Park
( Spring 2003 ) and Seven Mile Creek Preserve ( 2004 - 05 ) will also
help satisfy current and future demands .
7 . The Mitigation Tract is part of a proposed network of wildlife
corridors and " rustic woodland trails " that would link Cane Creek to
the Eno River system . As parkland , this site would continue to
further County goals of protecting key open space lands within
Cane Creek watershed , identified prime forest/ wildlife habitat and
the rural character of Bingham Township .
Unresolved issues :
1 . What are the specific Federal / State conditions for the property use ?
For example , must all or a portion be open for hunting ? Is Federal or
State approval required before allowing other recreational use ? If so ,
would they allow low - impact recreational uses ? Active recreation ?
2 . Regardless of whether federal / state agencies require it be open for
hunting , what is the County 's disposition toward seasonal hunting on
all or a portion of the property ? If hunting were allowed , could it be
done in compatibly with the other proposed park uses ?
3 . Would the NC Wildlife Resources Commission manage the hunting
activities if that use were allowed ?
4 . Are the County and / or OWASA interested in committing the
resources necessary to operate and maintain the property , both as a
park and to adhere to state/ federal permit conditions ? [For example,
staff oversight, rules enforcement, developing/posting appropriate
signage, parking area (s), trash removal, trail maintenance, etc. ]
5 . Access to the property from Buckhorn Road needs to be explored
further . The County Land Records shows only a single point of access ,
while the survey flagging indicates about 60 feet of road frontage .
